Since 1955, when this practice was first introduced by Congress (Resolution 44 (Cg-II)), WMO constituent bodies review at every session the status of resolutions in force, confirming those mandates that are still relevant or that have not been entirely implemented and declaring no longer in force those that have become obsolete. Immediately after Congress, the Executive Council, the regional associations and the technical commissions have adopted the same practice. The review of past resolutions is established by the General Regulations as a standing agenda item of Congress (General Regulation 109 (11)) and the Executive Council (General Regulation 126 (7)). Such review of mandates, with an evaluation of implementation, is also established as a standing agenda item by the rules of procedure for the Executive Council (WMO-No. 1256, Rule 12), the regional associations (WMO-No. 1241, Rule 6.10.1 (g)) and the technical commissions (WMO-No. 1240, Rule 6.13.1 (h)).

The content of past resolutions that is considered to remain in force is consolidated in new resolutions on the same subject or, where appropriate, transferred to official publications (Technical Regulations,  Working Arrangements, Rules of Procedure and Staff Rules). The list of resolutions in force is publicly available both through this online database and as an annex to an official publication, Guidelines for the Development and Adoption of Resolutions, Decisions and Recommendations (WMO-No. 508). The online database is updated after every session of a constituent body, while updates to WMO-No. 508 are published every year.
